The issue I seem to see with Outlast 2, is the fact that when it released originally, was that only a few games were doing what it did. I would argue that although Uncharted has remained similar to it's previous entries, they add mechanics that do change the approach to the game.
And that Gears of War, although praised for it's quality, was described as not having changed much, and therefore only recommended to new comers or long time fans. I'd like to make a point, and not trying to start an argument, but many people have been critical of Halo's moves lately in terms of it's recent releases, mainly how 5 had no co-op, or innovation, and how Halo Wars was okay, but not great.
